Spain, Austria, Hungary – New tolls pricing policy from January 1st, 2024

Spain

As many European countries, Spanish Government could have decided to raise the price of tolls by as much as 4% from January 1st 2024. The main reason justifying this increase is the Consumer Price Index (Indice de Precios al Consumo).

Official announcement by the Ministry of transportation is expected in few days. Updated content will be soon applied, stay tuned.

Austria

From January 1st 2024, a new CO2 tax will be introduced on Austrian highways for vehicle exceeding 3.5 tons.

There will be 5 different CO2 emission classes, from 1 to 5 (1 being the worst and 5 the best). The toll rate will be calculated depending on how much CO2 your vehicle emits. To calculate it, follow this link.

Only vehicles with a proven E/H2 drive type (pure electric drive and hydrogen fuel cell drive) are automatically assigned to CO2 emission class 5.

If your vehicle has been registered before July 1st 2019, it will automatically be classified in class 1 CO2 emission (due to legal requirements).

If your vehicle has been registered after July 1st 2019, follow the CO2 emission class calculator link to rate and estimate the class it belongs to and the tolls rates that will be applied.

The CO2 emission class as well as the EURO emission class are not stored on the On-Board Unit but are taken into account centrally by ASFINAG (company managing Austrian highways). Consequently, if your vehicle belongs to one of the 3 following points, you will be invited to provide evidence within 30 days.
• The CO2 emission classes 2, 3, 4 or 5
• The EURO emission class EURO VI, EEV, EURO V or EURO IV
• Drive type (pure electric drive, hydrogen fuel cell drive)

CO2 emission class - evidence AUSTRIA

That means that by 31st January 2024, you will have submitted your emission class evidence to ASFINAG. Then it will verify documents related to your vehicles such as the registration certificate of the motor vehicle. If the characteristics are not clearly visible on this latter, you will have to send additional documents such as the Customer Information File (CIF), the Certificate of Conformity (CoC), the CEMT evidence of conformity with the technical and safety requirements for a motor vehicle and the Conformity of Production (CoP).

Hungary

2024 will be an important changing year for Hungarian tolls.

The new toll pricing policy will include 3 elements : the frequency of use (fixed element), the CO2 emission rate and the costs related to air and noise pollution (based on toll sections). In the meantime, the number of toll sections will expand as well, vehicle categories will appear (based on number of axles), toll payments will no longer be possible in cash, billing rules will be amended and the HU-GO interface is also going to change.
