Excise duty refunds in France in 2025 – New regulation for non-French companies

From 2025, excise duty refund claims on fuel (formerly TICPE) purchased in 2025 in France for non-French companies (goods and passengers transport) will be managed by the DINR (Direction des Impôts des Non-Résidents) and no longer the DGDDI (Direction Générale des Douanes et Droits Indirects).

However, the DGDDI will continue to take care of refunds for fuel consumptions up to December 31, 2024.

Frequency of refund requests

Refund requests from non-French road hauliers can be either quarterly or annual. Exceptionally in 2025, claims for the 1st quarter of 2025 (January 1, 2025 to March 31, 2025) will be submitted from July 1, 2025 (the decree is currently being published).
