Better understand the mobility package with Negometal!
Since August 2020, the Mobility Package, introduced by the European Commission and adopted by the European Parliament, aims to improve working conditions for road hauliers, enhance safety on Europe’s roads and establish fairer competition. After many discussions around this project and its modalities, here are the latest regulatory developments.
Latest update : European hauliers will no longer be obliged to return their trucks to their country of origin every eight weeks. Indeed, as of October 4, 2024, the European Commission has removed this obligation.
The social standards of the Mobility Package

A haulier may not drive beyond 9h, and a 45-minute break away from the truck is mandatory every 4.5h. Finally, the wage and social standards to be applied are those of the country in which the transport is carried out, on condition that each member state has ratified the treaty. Minimum wage laws become mandatory for all EU countries. Indeed, if one of the EU’s transport companies sends its driver to work in another EU country, it will have to pay the same wage as the local driver.
Cabotage: new restrictions
Cabotage means that a transport company from one EU country can make deliveries within another EU country. Cabotage is now subject to new rules: a maximum of 3 cabotage operations within a 7-days period . The haulier is required to take a 4-days break before operating again in the same country.
Intelligent tachographs: 2nd generation
Since August 21, 2023, all new vehicles over 3.5 tonnes must be equipped with the latest version of the intelligent tachograph. This device enables :
- Detect and memorize a vehicle’s border crossings.
- Record position and time during loading and unloading of goods.
- Record this information, together with driver and vehicle data, for at least as long as required by the new regulations.
- This new version provides more secure data for more efficient monitoring of traffic and exchanges.
However, from December 31, 2024, all vehicles over 3.5 tonnes still using a 1st generation analog or digital tachograph and crossing borders will have to be equipped with this new version.

Community licensing and regulation of LCVs (light commercial vehicles)
Since February 2022, it has been compulsory to hold a Community license for trucks over 2.5 tonnes used in international transport. For national transport, a license is only required for a GVW of 3.5 tonnes or more.
